Changes are being proposed to the Graduated Driver Licensing System (GDLS) in New Zealand — and they could affect how young people learn to drive, the steps to get a licence, and how the different licence stages work. It’s important that young people understand what’s being proposed and know how to have their say through the official submission process.

We’ve put together some key points and questions to consider, and we encourage you to read through them to help you form your own opinion.

We've also created a short survey to gather insights from young people across Aotearoa. Your input will help inform our own submission as a youth road safety organisation.

How to make a submission

If you’d like to go deeper or share your views in more detail, we’re also hosting an online focus group — an open space to kōrero with our team and other people passionate about youth road safety. This is an opportunity to discuss your thoughts and learn more about the proposed changes. Register your interest:

Making a submission is easier than you might think. You don’t need to be an expert — just share your views honestly and clearly. Here’s how:

  1. Read the proposed changes – Make sure you understand what’s being suggested and how it could affect young drivers.

  2. Consider your perspective – What do you agree or disagree with? Why? How would the changes impact you or your friends?

  3. Complete the survey (see below questions) through the official government website https://consult.transport.govt.nz/policy/gdls-consultation/consultation/intro/ or you can write your submission and email it to GDLS@transport.govt.nz before the 9th of June 2025

  • Do you support removing the full licence test with the proposed safety mitigations? If not, why not?

  • Do you support a zero-tolerance clean driving record requirement in the restricted stage? 

  • Do you support halving the demerit threshold for learner and restricted licence holders? 

  • Do you support a zero-alcohol limit for learner and restricted licence holders?

  • Do you support the proposed changes to NZTA’s oversight of course providers?

  • Do you support the reduced eyesight testing requirements?

  • Do you have any other comments on any of the proposed changes?
